Oat cover crop to hold soil and build it up

This side of our garden was planted to oats as soon as it was harvested several weeks ago. Rye can also be used and it continues to grow when ever it is above freezing. However, some times our Spring weather here is very wet and when that happens it is difficult to cultivate it in for planting crops again. The oats will Winter kill in our climate and become dry straw, easy to cultivate into our garden in time for Spring planting which is late May here.
