Millet can be boiled like rice with 3 times as much water. Bring it to a boil then let it simmer in a covered pot. If you add about twice as much water it will be drier and more suitable for casseroles or other recipes calling for precooked millet. If you husk the millet it should cook a little faster than white rice. If you leave the husks on like brown rice, it too will take longer to cook. After about 50 minutes take it off the burner. Husked or not, let it sit after cooking until all the water is absorbed.
